In 2008, the state of Pennsylvania passed Act 97, the Mercury Free Thermostat Law, which requires manufacturers of mercury thermostats that have been sold in the commonwealth to establish and maintain a collection and recycling program for old mercury thermostats. HVAC distributors, contractors, household hazardous waste collection sites and retailers are all eligible to sign up to receive free thermostat recycling containers through the industry funded non-profit - Thermostat Recycling Corporation
