The Mercury Containing and Battery Management Act of 1996 phased out the use of mercury in traditional household (alkaline) batteries. Because of this, there are *no local outlets to recycle these batteries and they have been deemed ‘safe’ to throw in the trash by the Pennsylvania Department of Environmental Protection.
